What should we do if a user process wants access to a connection that is
in the VIOLATION or DEADLOCK state?

We want to clarify whether

1) it is acceptable to simply drop packets that would cause a violation
2) protocol deadlock (between 2 machines) is prevented and connection is
established?

connections.
